What is the best European country to gain citizenship by marriage?

Me and my partner who is an European national from one of the Baltic states are going to get married soon in her home country, However her country’s immigration rules is not the easiest one to gain resident permit and to gain citizenship it will takes at least over 7 years! which is quiet long time. We both are willing to re-locate from Baltic states to any other country within Europe which gives resident and then citizenship easier rather in shorter period.

We want to know which country within European Union would give Citizenship faster and easier than others without lots of these complicated confusing bureaucracy procedures?
