What creative immigration policies could possibly work?

I аm a downer when it comes to immigration policies. Fοr me I don't think that any possible policy could work, but I аm open to suggestions. If someone has a creative immigration policy, doesn't have to be real, that they would like to see inacted, please don't hesitate to enlighten mе.
