Guest worker program: The solution to the immigration issue?
While the US economy expands, albeit slowly, fertility rate is not exactly keeping up. With wealthier people, societies tend to become individualistic, marriages are no more made in heaven and children no more an inevitable gift of god. As a result, while people have more resources, their population stabilizes, stagnates and then starts falling. While the economic enterprises produce surplus that adds to capital formation, this growth of capital is not complemented by a growth in labor, leading thereby to a situation of ‘capital surplus with labor shortage’. When this situation becomes extreme, like in Japan today, economic growth slows down. As many would know, the labor force in Japan has been falling since 2002, and the number of aged dependent population who consume a lot more in terms of health care and other support services keeps escalating.
The ageing of society is a big challenge for all societies of the developed world. The shortage of labor can be countered by raising fertility rates or by allowing immigration. Practically, no country or government has really been able to influence the fertility rates positively with any of the incentives, so it is an option which generally works nowhere. Thus we are left with immigration as the only feasible solution to this issue.
The economic history of the world demonstrates that immigrants have been one of the greatest recipes for economic growth. Earlier it used to be immigration from rural to urban areas. Now a days, for countries like US, it is from other countries. Selective immigration of talented workers allows your country to gain in terms of human resource, without paying any costs for its development, so there is generally little debate about its efficiency. But, for jobs involving lesser skills, there are many issues that negate the benefits. One is the resultant competition and unemployment of our less qualified citizens. Other issues include ethnic balance, culture and demography.
When it is clear that there is labor shortage in a particular sector which can be addressed only by allowing immigration, like nursing staff in US and UK, the best solution is to allow temporary immigration, which is also called “Guest worker program’. It allows immigration of individuals for a certain period of time, with an obligation to return. Generally such labor get lesser wages too, so the economy gains their labor at less than its value. Still these individuals come because of the lack of proper opportunities in their own countries. Once they complete their tenure, they return, so the side effects of immigration are far less in this case.
It is a win-win situation for everyone.

The United States is a conglomeration of people who have been immigrants in some form or the other. Among all the countries that receive heavy volumes of immigrants, it is fair to say that the United States has been relatively open and liberal with regards to immigration policies. Higher education and even work permits have not been backbreaking issues in this country.
It is difficult to pinpoint the criteria based on which the US should reform its immigration laws . The occurrence of 9/11 and a number of terrorist acts in various other nations such as the UK, following it have made it difficult for us to understand at an objective level where and how to discriminate. A good immigration system is one that is fair; it should allow the required legal rights to the legal immigrants and not have loopholes that can be taken advantage of by illegal immigrants. The United States, I feel, currently lacks this foolproof quality in terms of immigration. Being an immigrant myself, it is easier for me to provide the perspective from the immigrants’ side regarding where the immigration laws fail to provide what they should to the lawful immigrants.
In the time of my parents and my grandparents too, perhaps, immigrating to the United States was not the complicated process that it is today. There are several first-generation immigrant citizens in the United States today who are not familiar with the concept of a ‘visa’. This alone indicates how easy it was around 50-60 years ago to permanently immigrate to the United States-people just straightaway got green cards. Then we had industrialization, more population and finally a sea people trying to immigrate to the United States, the hub of all this industrialization. The immigration laws were initially set up to provide some kind of organized procedure to this sea of people. It is only recently that they have become the stringent yet insufficient dictates that they are today. Currently, there are two big sectors in the United States that draw heavily on the international or immigrant population-universities and corporations.
